In the year 2000, with the corporatisation of DTS and DTO, a number of residuary functions remained with Government.  Forty four CCA offices(earlier DOT Cells were set up coterminously  with the Circle headquarters of every territorial and ancillary BSNL Circles.  Later on Four more CCAs alongwith BSNL territorial Circle re-organisation were created.  In the year 2002, after amalgamation of some CCAs(DOT Cells) with the some other , 26 CCAs remained in operation.  CCA, Jharkhand  Circle is one among them.

            Jharkhand, is known for its simple tribal & folk culture, forests & wildlife, waterfalls, and rich mineral resources.  The state is one of  the three newly carned out states.  It came into existence on 15th Nov. 2000.

            Jharkhand Telecom Circle, a territorial unit of BSNL, came into esixtence on 17th January 2001.  Telecom Circle is divided into six(6) Telecom Districts, covering all the 22 Revnue Districts of Jharkhand.  The Six Telecom Districts are Ranchi, Jamshedpur, Dhanbad, Dumka, Hazaribagh and Daltonganj.

            The role of CCA office is multidimensional.  Firstly, it takes the responsibility of all govt . payables and receiveable with the largest telecom operator BSNL.  All govt. employees who have now opted for BSNL, are served by CCA with respect to their pensionary benefits.  Even in their service period , their Provident Fund(GPF) Accounts are managed by CCA,  Again, as a field unit of DOT, CCA performs the job of realization of Licence fee & Spectrum charges as a percentage of Revenue uinder the Revenue-Sharing arrangement.  Moreover, it facilitate the USO fund distribution to the eligible operator.  Till Jannuary 2004 CCA has been collecting  the service tax from BSNL.

            CCA offices are headed by the offices from Indian P&T Accounts and Finance Services Group ‘A’.  Subordinate staffs are DOT Staffs and staffs on deputation from other Central and State govt. departments/organizations.

            CCA Jharkhand commenced its operation since August 2002.  There are nearly    3800 officials in Jharkhand Circle whose General Provident Fund Accounts are maintained by CCA Jharkhand .  All retiring employees get their Pensionary benefits settled through this office.  The Finance and Accounts  of Wireless Monitoring Station, Ranchi is also managed by CCA Jharkhand ,

            CCA Jharkhand with its limited manpower is committed to perform its role in a timely and efficient manner.  The proposed computerization of the office will be a leap forward in this direction..  Towards the goal of promoting Rashtrbhasha Hindi, this office has issued the GPF Accounts Balance Sheet as on 31.03.04 for Individual Employees of the WMS and CCA in Hindi.  Intimation to Pensioners are also issued in Hindi.
